Strategy 2014–2022
Please note that this information applied to the program period 2014–2022: Development Hälsingebygden's development strategy is the foundation for our work and it is the basis for the assessments LAG makes when project applications come to us. The development strategy is based both on the EU's growth strategy and on the SWOT analysis and the ideas for development that the association has developed in collaboration with people and organizations from our Leader area.
In our development strategy, there are six areas of intervention with associated goals and selection criteria. When you apply for your development project with us, your application will be assessed within one of these six areas of intervention. If your development idea is large and spans several of our areas of intervention, you need to submit an application per area of intervention for your ideas to be assessed correctly. LAG can therefore only assess a project within one of the areas of intervention. Your project will be scored based on these goals and selection criteria, and for your project to be granted funding, it must achieve at least 200 points (250 points for project support to businesses).

The strategy's areas of intervention
STRATEGY: AREA OF INTERVENTION
Employment
The area has been characterized for several decades by a structural rationalization within its main industries of agriculture and forestry as well as mechanical industry. The larger industries have long rationalized hard to meet global competition. This has resulted in increased industrial growth and reduced employment. Large parts of this industry are today outsourced to smaller contractors. Local entrepreneurs have very limited opportunities to defend themselves against companies' competitive pressures on subcontractors and responses to economic fluctuations. In various ways, public actors are seeking to counteract these effects and stimulate innovative new jobs. Here, micro-support can serve as a stimulus for new business ideas.
Development Hälsingebygden intends to collaborate with these actors by highlighting human capacity for creative and innovative thinking and supporting networks among entrepreneurs. Locally produced, tourism, and distance-independent services are some of the areas of activity that are relevant to prioritize.

STRATEGY: AREA OF INTERVENTION
The education level in the area is below the national average. A large number of graduating students from the lower secondary school lack eligibility for post-secondary studies. The county's leading educational institution for post-secondary education, the University of Gävle, is forced by the state to reduce the number of educational places, and the business community is seeking expert competence further and further away from its own geographical area. Several leading companies in the countryside talk about the risk of having to move operations to where the competence is located. Development Hälsingebygden wants to make a difference in the motivation process for education among both Swedes and immigrants and refugees of all ages. Through collaboration within schools, associations, and businesses, as well as through active work at youth meeting places, the trend can be broken. Research should be given the opportunity to analyze possibilities for development.
Everything starts from the individuals in the communities. Humans are in the local space with two dimensions. The past, which has shaped the way to today, and the future, the way forward. It is in this local space that different individuals can see what needs to be met. It is there that they can find the drive and energy to change. Development Hälsingebygden makes a difference for individuals' and groups' ability to mobilize a change process together with others. The Leader method should be used as a tool for change. Development Hälsingebygden supports processes and creates physical conditions with development environments as well as investment in the local space to achieve change. UH will support processes, the development of development plans, and local economic analyses. Through pilot projects aimed at new service solutions and the development of the local economy, both the community and individuals will be strengthened.
STRATEGY: AREA OF INTERVENTION
Clear connections exist between public health and growth. Lower public health directly affects societal costs and growth indirectly. Hälsingebygden ranks low in this statistic compared to the country. Including elements that strengthen public health in a broad sense in projects is expected to yield positive effects in the individual development project as well as in the long term for the entire area. Development Hälsingebygden wants to stimulate meetings and initiatives for organizations and associations that want to develop and change public health positively.
Hälsingebygden is part of the world. The world is part of Hälsingebygden. With this dual perspective, greater motivation is given for its contemporary context and how Hälsingebygden can interact with its surroundings, i.e., both the rest of Sweden and outside Sweden. All four other intervention areas are in various ways connected to intervention area five, within which there is an opportunity to delve into the creation of contacts with our surroundings.
Development Hälsingebygden wants to stimulate the discovery of new innovative paths for cooperation and understanding of different conditions. Within this action area, contact-creating meetings with parties outside Hälsingebygden can also be conducted. These meetings are expected to lead to continuation projects within the action areas or as development projects. Contacts with ELARD and other established contacts with Leader organizations in Europe are important for the exchange of experiences and to broaden the international perspective.
STRATEGY: AREA OF INTERVENTION
Culture and cultural heritage
Hälsingland's landscape and the area around Ytterhogdal have a rich offering of culture and cultural heritage. In Hälsingland, there are the large Hälsingegårdar whose traditions date back to the Middle Ages. The number of well-preserved interiors and houses has been declared a World Heritage Site on UNESCO's World Heritage List. The rich cultural life creates conditions for attracting talent, tourism, and for Hälsingars to thrive and want to stay. Culture is a key to participation and a tool for reflection and understanding. Culture also creates economic values for practitioners, various intermediaries, places, and other industries.
Development Hälsingebygden will stimulate more cross-border collaborations around culture and support efforts that can strengthen the World Heritage farms in commercial development. Other efforts that need to be strengthened are youth participation in cultural events, from events to creative actions.
Cultural exchange with other cultures and meetings between newly arrived Swedes and the local population should be encouraged.
