Our strategy

Our local development strategy forms the basis for development in our area. The strategy constitutes the framework for our activities during the years 2023–2030 and thus directs our work and how our funds will be distributed during the period. The strategy is based on local needs and has been developed in collaboration between the public, non-profit, and private sectors.

The future countryside in Hälsingebygden

Development Hälsingebygden's geographical area includes the entire landscape of Hälsingland with the municipalities of Bollnäs, Hudiksvall, Nordanstig, Ovanåker, Söderhamn, and Ljusdal, as well as the eastern part of Härjedalen municipality with the locations of Överhogdal, Ytterhogdal, Ängersjö, and Älvros. 

The Leader office is located in Bollnäs. Development Hälsingebygden has worked for rural development through the leader method since the 1990s. This development strategy forms the framework for operations during the years 2023–2027.

It is a period where the transition to a sustainable society is in focus, both globally and nationally and locally. That the sustainability perspective runs like a common thread through the vision, goals, and strategy as a whole is therefore natural.

The strategy is born out of a current situation and external analysis where dialogue has been held with individuals and actors who live and operate in the area.

Strategy 2023–2027

Our five goals

Five goals have been formulated:

  • Increased collaboration
  • Improved health
  • Retain or increase the number of residents
  • Strengthened skills development
  • Retain or develop job opportunities

With these goals in focus, the aim is set on sustainable community development, where opportunities in the countryside are utilized and generate an attractive Hälsingland for all.

Three areas of intervention

To achieve the goals, three areas of intervention have been chosen, within which associations, organizations, and companies can apply for support for the implementation of projects:

  • Smart countryside
  • Attractive local environment
  • Passionate entrepreneurship

In addition to these defined goals, all projects prioritized through this development strategy also contribute to fulfilling the goals of the EU's common agricultural policy and several of the global goals within Agenda 2030. Together we shall work for a sustainable development of Hälsingland.
